Welcome to NPI Data Services. These Terms of Use ("Terms") govern your access to and use of this website and all services operated by VBC Risk Analytics, Inc. ("VBC Risk Analytics," "we," "us," or "our") under the NPI Data Services product line. By using any of our services you agree to these Terms. If you do not agree, please do not use our services.

1. Services Covered

These Terms apply to all products and services offered by VBC Risk Analytics, Inc. under the NPI Data Services brand, including:

Free Public Tools

  • NPI Lookup — Free public search of the CMS NPPES National Provider Identifier Registry (this site)
  • PECOS Lookup — Free public search of CMS Medicare enrollment data

SaaS & API Products

Provider Data Files (CSV)

  • Complete Provider Data — Full NPPES provider dataset, processed and enriched
  • Medicare ENRL Provider Data — Medicare enrollment provider records
  • State-wise Provider Data — Provider data segmented by U.S. state
  • Specialty Provider Data — Provider data segmented by taxonomy and specialty
  • Provider e-Directory — Formatted provider directory file
  • Provider Data Web Service — Hosted data delivery service

Value-Based Care Tools

  • HCC RAF Score Calculator — Medicare HCC Risk Adjustment Factor scoring tool
  • Medicare HCC RAF Score Analysis — Population-level RAF analysis
  • HCC RAF Batch Scoring — Bulk member/patient RAF calculation
  • Medicare HCC RAF Web Service — REST API for HCC RAF scoring

Subscription and purchase terms presented at checkout or account creation supersede these Terms to the extent of any conflict for individual products.

2. Data Source and Accuracy

NPI Lookup, PECOS Lookup, and Provider Data File products display or deliver data sourced from publicly available U.S. federal government databases maintained by the Centers for Medicare & Medicaid Services (CMS): the NPPES National Provider Identifier Registry, the PECOS Medicare enrollment system, and related CMS publications. This data reflects CMS source files as of the date of processing and may lag behind real-world changes.

Do not use data from any of our products as the sole basis for credentialing, billing, referral, or any clinical or financial decision. Always verify provider credentials, enrollment status, and exclusion status through official CMS sources before making such decisions. VBC Risk Analytics makes no representation that data is complete, current, or accurate for any specific purpose.

HCC RAF scoring tools implement the CMS-HCC risk adjustment models as published by CMS. Results are for informational and analytical purposes only and do not constitute official CMS RAF determinations.

3. Permitted Use

You may use NPI Lookup and PECOS Lookup for lawful informational purposes, including:

  • Looking up NPI numbers for individual providers or organizations
  • Verifying provider taxonomy, specialty, or address information
  • Checking Medicare PECOS enrollment and LEIE exclusion flags
  • Research, education, and healthcare administration

4. Prohibited Use

You may not:

  • Use automated scripts, bots, crawlers, or scrapers to harvest data in bulk from the free lookup tools
  • Reproduce or redistribute the underlying NPPES or PECOS datasets — obtain those directly from CMS
  • Attempt to circumvent rate limits, access controls, or other security measures
  • Use the services to upload, store, or transmit Protected Health Information (PHI) as defined under HIPAA
  • Represent data from this site as a certified or definitive credential verification without independent confirmation
  • Use the services in any way that violates applicable federal, state, or local law

If you need programmatic access to NPI data, use the NPI Registry API, which is designed for that purpose.

5. Rate Limiting and Fair Use

To ensure availability for all users, we apply automated rate limits to search requests. Excessive or automated traffic may result in temporary or permanent blocking of your IP address without notice. We reserve the right to adjust rate limits at any time.

6. Subscription and Payment Terms (Paid Products)

The following terms apply to all paid products, including SaaS subscriptions (NPI Registry API, Provider Signals), Provider Data File purchases, and Value-Based Care tool licenses:

  • Payment: Processed securely through Stripe. We do not store or access your payment card details.
  • Data File Delivery: Provider Data Files are delivered electronically in CSV format after payment is confirmed. Delivery method and schedule are specified at purchase.
  • Auto-Renewal: Subscriptions do not auto-renew. Manual renewal is required before the current term ends.
  • Cancellation: You may cancel at any time. Service remains active through the end of the current billing period.
  • Refunds: All fees are non-refundable once data files have been delivered or API access has been granted, except where an error on our part cannot be resolved within a reasonable time.
  • Trial Periods: Trial terms are specified on the respective product pages.
  • Pricing Changes: Prices for all products are subject to change. Price changes take effect at the next renewal or purchase and will not affect in-progress subscription periods.

7. Intellectual Property

All software, APIs, website design, and compiled data products are owned by VBC Risk Analytics, Inc. or its licensors. The underlying NPI and PECOS data is sourced from CMS public datasets and is in the public domain. You may not copy or reverse-engineer our software or APIs.

8. Disclaimer of Warranties

ALL SERVICES ARE PROVIDED "AS IS" AND "AS AVAILABLE" WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, OR NON-INFRINGEMENT. WE DO NOT WARRANT THAT THE SERVICES WILL BE UNINTERRUPTED, ERROR-FREE, OR THAT DATA WILL BE ACCURATE OR COMPLETE.

9. Limitation of Liability

TO THE FULLEST EXTENT PERMITTED BY LAW, VBC RISK ANALYTICS, INC. AND ITS OFFICERS, DIRECTORS, EMPLOYEES, AND AGENTS SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES ARISING FROM YOUR USE OF THE SERVICES, INCLUDING RELIANCE ON PROVIDER DATA FOR ANY CLINICAL, FINANCIAL, OR CREDENTIALING PURPOSE, EVEN IF ADVISED OF THE POSSIBILITY OF SUCH DAMAGES. OUR TOTAL LIABILITY SHALL NOT EXCEED THE GREATER OF $100 OR THE FEES YOU PAID US IN THE 12 MONTHS PRECEDING THE CLAIM.

10. Indemnification

You agree to indemnify and hold VBC Risk Analytics, Inc. harmless from any claims, losses, or expenses (including reasonable attorneys' fees) arising from your use of the services, your violation of these Terms, or your violation of any third-party rights.

11. Termination

We may suspend or terminate your access to any service at any time for violation of these Terms, misuse of trial access, creation of fraudulent accounts, or for any other reason at our discretion.

12. Governing Law and Dispute Resolution

These Terms are governed by the laws of the State of Delaware, without regard to conflict of law principles. Any disputes shall be resolved through binding arbitration in Delaware, except that either party may seek injunctive relief in a court of competent jurisdiction.

13. Children

Our services are not directed to children under 13. We do not knowingly collect personal information from children under 13.

14. Changes to Terms

We may update these Terms at any time by posting a revised version with a new "Last Updated" date. Continued use of the services after changes are posted constitutes acceptance of the revised Terms.
